Safety Culture at the Hagalund Depot
Project Launch
2025

Assignment
A stronger safety culture and a reduction in accidents at Hagalund.
Results
- 123% more safe behaviors
- 0 accidents and 0 incidents related to high-risk areas.
Challenge
At the Hagalund Depot in Solna—one of Northern Europe’s largest depots—several different organizations work side by side every day. This creates a complex work environment where many operations share the same spaces and risks, and where there can be variations in work methods, priorities, and safety procedures.
The goal was clear: to strengthen the shared safety culture and reduce accidents related to common risks.
Strategy
In collaboration with Jernhusen and the depot’s major stakeholders, a joint behavior-based safety (BBS) program was established.
The focus was on:
- agree on the most critical common risks
- define specific, safe behaviors in everyday life
- ensure the right conditions in the environment
- empower leaders at all levels to monitor and reinforce these behaviors
Particular emphasis was placed on behaviors related to visibility and the safe handling of vehicles in the rail yard. At the same time, the conditions necessary to put these safe behaviors into practice were ensured, for example through clear procedures, environmental adjustments, and standardized work methods.
Leadership played a crucial role in the change. Managers at all levels were trained to encourage, monitor, and reinforce these behaviors in their day-to-day work.
The result was a common approach that everyone could get behind—across organizational boundaries.
Results
👉 +123% increase in safe behaviors compared to the baseline.
In the most critical risk situations at the Hagalund Depot, employees now act safely more than twice as often as they did before the change initiative.
👉 0 accidents and 0 incidents related to these high-risk situations during the change period—a clear decrease compared to the average of previous years.
👉 Significantly strengthened safety culture.
Both leaders and employees perceive a clear improvement in how safety is prioritized, discussed, and implemented in daily operations at the depot.
A strong example of what happens when collaboration, a focus on behavior, and leadership go hand in hand.
Work is now continuing to integrate behavior-based safety into regular processes and follow-up procedures, in order to ensure a long-term and sustainable cultural change.
